as i said, there *ARE* ways to get low ilvl items even with the drop zone restriction.
div card turn ins will be the same level as the character turning them in, unless the div cards say otherwise. and chance/ancient/gwen/temple sac may also ignore the drop level restriction  you think someone dropped a headhunter on the beach? no sir.
