It looks like the Seething mod shares a group with, for example, the old "of adrenaline": https://pathofexile.fandom.com/wiki/Modifier:FlaskBuffMovementSpeedWhileHealing That should probably explain why it could not roll in the past. Sort of a hidden documentation, but it was there. I think the new "of the pupil", etc mods do not share that group, hence the change in behavior. Yes, makes sense :) It's not a big deal if they leave "of the Mage", etc. as is, and continue to allow it to roll with "Seething" on mana flasks. I just decided I'd report it in case it was unintentional and they wanted to change it.
