I just throw couple chaos level 5, 83 ilvl powder. I got it. Maybe It is a level of powder thing.

RNG is a fickle mistress. One day you six-link your armor on fusing number 150... the next it takes you 5k...
Your claim is unimaginably absurd, even in PoE standards. It made curious about that can you roll "+1 to Level of all Jobs for Heists" on level 3 Trarthan Flashpowder. I can't try currently. I am in SSF. I don't have level 3 powder.
Believe it or or don't. Never saw it once.

It really isn't, 1/250 is odds fairly like to screw you over hell how many people got screwed over by 1/50 this league lmao thanks trialmaster.

Its definitely in the very unlucky region of the mod spectrum but I wouldn't put it even close to unimaginably absurd.

This is interesting. A bit of a tangent:

This item can be equipped by: Adiyah, the Wayfinder, Nenet, the Scout

Wait... what...

Not really unusual. Adiyah and Kurai will actually be your Heist Partners for some Heist Story quests, and their job is revealed to be respectively Perception and Lockpick, at level 5. Thus, even if they don't have an equipment, those specific items are still listed as being equippable by them since they satisfy their level request. Reckon GGG did a patch in order to take off those two gals from the "equippable heist member" list, but... well, guess that didn't work.

It would be nice if he could use the best cloaks and amulet though. And as a soldier, you'd think he would be the most familiar of all of them with a whetstone/weapon? From a lore perspective anyways.

It's exactly because he is a soldier that I expect him to be able to handle only few things, and the most lower one. Were he, say, a general of some sort it would have been reasonable to have him in whisper-woven capes and more-than-platinum baubles. He was neither a high-ranking soldier nor a naturally gifted human.
Huck is just one of those Blackguard NPC we mow down like grassblades. Just with a backstory, a lot of war-induced traumas and... well, an oddly-fashioned helmet. I wonder how did he earn it.

I think it might be a Memory Vault?
