Not complicated. All they have to do is sell "shopping cards" through their web site and only ship them out to applicable address. For example 500 point cards for $10 would only ship to Turkey. 500 piont cards for $5 would only ship to Chad. etc.

Meanwhile us lucky enough to live in first world pay full 50 bucks for 500 point card.

Actually they could index card cost to all countries median income and be really fair even among first world.

Well, nobody exactly need mtx to play this game, right? Also, if you take into account the points that come with a supporter pack, "mtx" part of it is usually like $5-10, the rest you can spend on useful shit like stash tabs (not sure about these bigger packs as i never bought one that was more than $60 apiece).

Umm, and just in case, i'm nowhere a "ggg's white knight", i see the flaws of that particular game as well as the good side of it, and personally i'm at the point of having enough stash space to only consider buying a pack when i feel like actually expressing my gratitude, hehe.

But if you still think poe is expensive, you can look at such "marvels" of crappy mobile games like say Castle Clash (actually there's whole chinese franchise of "X Clash" series that look like almost identical clones) or, gawd forbid, Mobile Strike. There was also that card game, Tyrant Unleashed if i remember correctly, but not 100% sure about the name.

Yeah POE is really expensive game.
One pack of 60$ is basicaly a price of triple AAA game or even two if you know how to search on game selling sites.
Where the 60$ pack is just 2 wings - ON A DISCOUNT. That really say something about the game. I played really a lot of games in my life, POE is overpriced compared to regular games by like 3 times.

But since POE is good game, it can milk its users more. There will be always people willing to pay money for MTX for the games they like, even if its overpriced.
