Nothing new really, Incursion league was when GGG decided that players getting away with playing on -60% cres is enough, ever since I feel like they've been balancing the game around you having at least 0% cres. Regardless though, if you're planning to push deep into the end game it would be stupid not to get 40-50% cres at least, even capped since it's much easier to do so nowadays.
