It is on the gem I'm sure, but hidden in the alt tooltip info. As to why they don't use alt tooltips for their gem info posts to start with, since so many gems have important stuff hidden there, who knows?

all depends what the threshold is to get the 50% more multiplier. the way physical damage spells are scaling, it isn't too difficult to scale both the hit and DoT so it might just be a free 50% more multi, really

None of the gem info or notes indicate any kind of restriction other than skills that hit. So my guess would be it scales off of the gem level and that's it.

It does seem stupidly strong. It's basically a DoT league to some extent though. So I figure they'll let people run around with absurd DoT's for a league then nerf stuff like this down to more reasonable levels in 3.15.
