Really bad performance & stuttering with 2080S/3700X (low GPU/CPU usage) (video)

Hello everyone.

I'm pretty happy to learn that I'm not the only one in this situation.
I hope we can find a solution.

Here's what I've tried so far :

- Enabling/disabling vsync/gsync.
- Changing all in game settings (graphic settings, dx11/vulkan...).
- Enabling/disabling fps cap.
- Changing settings in nvidia control panel.
- Reinstalling the game
- Deleting ShaderCache & cache in MyGames>Path of Exile: helped a bit but went back to "normal".
- Tried nvidia drivers 461.40 & 460.89.
- Closing every background program.

Please don't hesitate to share what you've tried, anything can be useful and worth trying!

On top of your list I also tried:

- Fresh system
- Different power plans for CPU
- GPU schedulling on/off
- New MB bios
- Disabling SMT in bios
- Messing with sound/no sound etc (even got an external sound card Xonar U7 MKII to be sure the sound isnt causing any issues)
- Probably even more stuff I just cant remember anymore

Only thing that partially worked for Vulkan was "Run game as Admin"

At this point I dont think they will ever fix the game to work for everyone.

I've managed to improve performance by lower resolution to 1080p and using vulkan. no longer using aa at high and dropped shadows to low :/... needless to say i expected better and not have to workaround it all this way with the kind of hardware i have. this is quite appalling for just an arpg. the engine is poorly designed and showing its age at this point, i don't think they'll be able to fix these issues with little patches n hotfixes here n there. the whole thing needs to be dumped and redone on an entirely new/different engine.

Sadly not going to happen ever. PoE2 will have the same engine. Maybe st like PoE3 in far future as a brand new game. Vulkan was/is their/ours last hope for PoE as it is now.

Have similar specs to you OP.

ryzen 7 3700x, 16gb ddr4 2666mhz ram and a 2060 (not even a super) and a 256gb m.2 drive.

I do not get performance like that, actually pretty good with only very occasional hitching (and you are at a fraction of a second for that)

My SSD is just over half full, i won't go much further over that as after 70% capacity there is a performance hit (more as it becomes more full)

Also keep in mind that higher resolutions (1440+) will add a fair amount of load, frame rates shouldn't really be higher than the monitor can support (why render extra frames if you don't need to.)

i would say that is a load of rubbish tbh, it dose nothing to the hard drive, it's more about the amount of ram the program can use and you just limited it to 4 gig (game takes that or less usualy anyway)

Also seen a qq post from someone doing just that and getting even worse performance (which i would expect)

Well it may be a load of rubbish but it actually works for me.
But I noticed that I get issues when I launch the game via Steam whereas the game runs smoothly when I launch directly the .exe of the PoE folder.
Also, I have 2 ssd of 1 tb and tried to run the game from each ssd but it didn't change anything.

Its only write hit and when you game poe dont write anything but shaders

Well in that topic you said you just run the game as admin no matter the version. Thats exactly what I suggested here already :) Glad we got at least a temporary fix before GGG makes st about that.
