Righteous Fire stops dealing damage after...

I entered map, my RF was fine.

RF stopped dealing damage for me too in Act 8, not sure if any of my support gems leveled (Efficacy being one of them). I also used the same Celestial cosmetic. RF started working again after disabling the cosmetic in my case.

My RF stopped dealing damage after using stairs and going to another area. Act7 temple of decay. Might have lvled a gem just before not sure.
