Can you please try deleting the DailyDealCache, MOTDCache and ShopImages subfolders from the "Documents\My Games\Path of Exile" folder and let us know if this issue persists?

Can confirm, having the same crash issue after the last patch. Never had an issue before. Remove the three subfolders did not help.

I crashed maybe once before today's patch and a couple dozen times after it. This fix worked for a patch that made me crash seasons ago and it fixed it again for 3.13.1.
UPDATE your Nvidia drivers. My driver was over a year out dated. I choose custom installation and only check the main drivers and PhysX, I uncheck HD audio. Check the CLEAN installation.
I also deleted the cache folders as recommended. Those 2 things and I've had zero crash in 2 hours of play.
Crashes less but still did 2 crashes in 40 mins

Sorry to see it didn't fix it for you... 3 hours now and zero crashes. I've also turned all graphic settings to Low despite playing with a GTX1080.

Tried this as well as updating my pgu drivers, with no luck. Occasionally I'll be able to load into town and crash when trying to reach my hideout, but most of the time I'm crashing before even loading into the game.

Had no crashes last night, logged on and been crashing non-stop since.
Deleting cache folders did not help.
EDIT1: Deleting Vulkan shader cache seems to have fixed it for now.
EDIT2: Nvm crashes are back
