But in the second WinMTr report you start having packet loss starting at the connection between your pc and the router/modem.
I think something is going on in your home (bad cable / port, bad router/mode FW, bad netcard drivers or ??).
I think you also should look into this.
Using a different application because it seems Verizon FIOS has done something to break the normal TCP ping and only UDP ping will work.

As for my network card and router the only place I have an issue is with PoE.
