URGENT!!! Spammer using Whisper to spam!!!

I think anyone who gets enough reports for spam in a short period of time should be removed from public chat and have their most recent public chat messages sent in for review. It doesn't need to result in a ban until after it has been reviewed and determined to be RMT. It's usually pretty obvious, so each case wouldn't take much time.

Considering theses spammers are mostly bots, the first measure they should take is make account creation require more confirmation steps, including captcha confirmation.
