Texture loading on every zone + constant stuttering.

Same issues. Vulkan didn't help. I'm on a 2080RTX - had 0 issues in the days leading up to this expansion.

Same here on 1080 TI @ driver 457.09, Ryzen 5 3600X, 32GB ram.

Same 1660 Ti and getting runescape graphics when i enter towns/instances for first time since 3.13 was working fine on my HH-Raider before 3.13 a day ago.

Just to reinforce the argument, same problem here.
I was with this problem on Heist league, tried everything I've researched, and I've tried A LOT OF THINGS. It annoied me so much that I quit the league.
Now, same problem. Really hope GGG focus on it ASAP =X

Same problem here with an i7 9700k, RTX 2080 TI, running on an NVMe m.2

One thing that did help was turning texture quality down to medium. I shouldn't have to, but that at least sped up town loading a bit and reduced some stuttering.
