Heist Deception level 1 contracts

Can maps drop Deception Level 1 contracts? Or should I farm acts for them? I have planty of level>1, but all my rougues are at deception 0.

Managed to farm one in the Blood aqueduct after ~5-7 runs. Strangely, no smuggler's caches, only 2 contracts dropped, one of them for deception level 1. The worst thing is that I didn't know is Blood aqueduct can drop deception-1 at all, just did it because it is good for fram
I still have another rogue to level deception, but at least 1 is enough to run heists and blueprints.

It is a bad design that player can be locked out like this. I understand that the grind is a part of the game, but it shouldn't be for basics. Farming for Tabula is one thing, farming previous levels to be able to continue normal gameplay shouldn't be the thing.

Note that Whakano stock only refresh when player level up (some report the Heist character level up also count)
