Assassin mark on hit and Vulnerability on hit at same time?

In the patch notes (and the gems text in game) there is no mention of any restrictions for Marks to apply them.

But in the patch notes it's written :
"Items which Trigger a Mark on hit now only do so when hitting Rare and Unique enemies."

Kinda makes sense that you would only want to Mark the strongest enemy in a pack when you have a "Mark on hit"

No, it kinda doesn't make sense. I'd rather first mark the small fry and gain charges and then, when they're gone, mark the big one.

GGG did indeed intend to nerf curse on hit rings. However, the result was that marks are now very clunky to use and it's not worth doing so except for bosses (and Warlord's is overall pretty bad).

The Assassin's Mark rings still work just fine for dps when you need it, just not for charge generation (and selfcast marks are bad for charge generation, too, unless you're casting pretty constantly).

So everyone has less options for charge generation now. Which hurts certain classes over others. Combined with the enduring cry nerfs which make you have to stand right next to enemies to gain endurance charges, ranger defenses (which were pretty mediocre to begin with) got hit pretty hard.

We badly need more survival tools for rangers. If enduring cry and endurance charges are for melee, and those new utility aoe spells are for casters, rangers need their own set of defensive skills.

Than play an ascendancy that generates charges for you or self cast the Mark on smaller enemies.

I can't say for sure but i think they made it this way because it was way too easy to generate charges with curse on hit rings. It kinda made the ascendancies that generate charges somewhat useless. (except raider on bosses)

The marks guaranty a charge if you kill them now so if you chain the packs with rare/unique monsters you will be at full charges anyway. And quality gives you 0-5% chances of generating a charges on hit too.
