I have this problem too for a very long time. I'm using Singapore gateway, I tried Japan as well & it just the same. My normal ping was 75-100 but there are instances my ping will jump to 150 or 250+, in hideout (normal ping), I enter a map (250 ping) or vice versa, even sometimes entering Vaal areas on the same map will change my ping. This is mostly happening during peak hours, maybe the servers are full in our gateway that's why it transfers me to another location.
My solution, I used GPN (Game Private Network) or VPN for Gaming such as Mudfish. There are other similar products like WTfast, Exit lag, kill ping, etc. I'll just setup my GPN sever location similar to PoE gateway SG or JP, & my ping becomes constantly normal in any area/instance. It's not free though, but that's what I like about Mudfish, it's very cheap compared to others, & you can also use the GPN with your other games to reduce ping. But if you're looking for a solution coming from GGG, good luck though. I've been having this problem years now & it's never been solved aside from the solution I mentioned. ty for the tips, if in order to play a game normaly is to buy vpn or something like that i rather look for another game , i didnt play a free to play a game to be forced to pay some how,if they dont want to solve it i cant force them but i think they well start loosing players
