Unable to download a specific file that is part of the technical patch

I cannot download the 3.11.2 patch either. Stops at random points and gives different error messages each time including the 'timeout' one. (I do not know how to use a 'VPN' to download.) I'll try steam.

Update: the most recent patch (Heist Launch) did not resolve this issue. Here's hoping that this isn't an asset that'd cause my game to crash if it's missing/incorrectly downloaded.

I appear to be able to play Heist without problems, but I still have to use -nopatch if I want to play the game, as the issue hasn't been resolved in any of the recent patches.
