Cyclone animation stops

Hi, I am experiencing some issues with my cyclone ability. Several times I had the situation. Several times I had the situation that when I use cyclone the movement of my char stops. It looks like my char is just standing there and is doing nothing. The monsters around me are moving normally. This can go on for several seconds until I stop using cyclone and suddenly my character is somewhere else. It seems to me as if the animation of my cyclone stops and with it the camera stops moving too. Monsters that were in my path are killed instantly after I stopped using cyclone. I am not sure if this is some kind of network issue? I feels like the server is lagging, but not quite.

I also recognized that this is only the case when I attack monsters which do some kind of cold damage. It seems that with the possible chill the problem may occur. But it is too random to capture it on video.

Mostly this happens to me when I'm in the mines and there are azurite monsters around.

I made a video of the issue. I am not sure if this is related to the damage type of the monsters.

In the video you can see that my character stops and my mouse cursor is still moving. The monsters are still killed and there are some ice nova procs of my build. It seems that the cyclone animation just stops, but the skill is still active and I can move around. You can also see that my Decree of the Tempest triggers on hit after some time without my character moving, which shows that I am still hitting something.

I have a AMD Radeon R9 390 grapic card and the video was made with 1920x1080 resolution and I'm using DirectX11. All graphic settings are set to the lowest possible. Dynamic Culling is enabled, Dynamic Resolution disabled. My target framerate is 25, multithreading is enabled. My foreground fps cap is 60, background is 10. Both are enabled.

I deactivated the sound channels for sound effects, music volume and ambient sound (set to false in production_Config.ini).

The issue happens quite often now and sometimes I am able to keep this working for like 10-20 seconds. The issue stops when I release the right mouse button, which is assigned to my cyclone skill.

You're probably using predictive mode on ur network functionality. You can change that in the config section, network and use lockstep mode.
I am using lockstep mode.
You are clearly lagging to hell. That is quite possibly your issue.
Sitting in HO spamming alts for 4 hours straight is peak PoE gameplay. Thanks, Chris.
It's not OPs issue. Cyclone and Flicker strike (possibly other skills) have built-in desync issues. Clear bug. Has been reported. No feedback from GGG yet afaik.

The reports that I've noticed:
Flicker strike IMPORTANT bug
Desync (in lockstep) with Flicker Strike and Cyclone
Cyclone Desync
