Maybe. The bench craft maxes out at 129%, so this could be the top tier of bench craft. As a non-bench mod, it goes to 179% if I remember, so 120% could be a mid-tier mod there.

Some hybrid mods are bench craftable but this one isn't. Check PoEdb to see what's what.

Since it has both the attack and physical mod tags, you could use either approach. Physical would be better since there are fewer phys mod options. In Harvest, you would plant a bunch of Wild Hellion seeds. These are tier 1 seeds that do phys mods. Mostly they will give you "reforge" options, which are ok if you're starting with nothing.

At some point you'll probably have it nearly where you want it and need to use the "augment" effect - which gives you an extra phys mod. You'll want to have an open prefix and have your suffixes blocked when you do this.

You might still get the wrong mod, or a low tier of the right mod, so you might need several rounds of augment/remove to get what you want.

Thanks for helping me out guys that made a lot of things more clear to me.

Still I cannot understand why poedb says you can have "Nearby Enemies take 9% increased Physical Damage"

I could not roll this mod on my iLevel 85 Elder Helmet in a lot of Alteration-Trys. Just bad luck or is this not possible?

Which Helmet base should I pick for such a mod?

Also I harvest crafted annul cold / add cold on these to improve the tier of cold res and it removed the life on it. Wtf?
