Actually for getting one giant ignite penance crushes divine ire in a landslide - as long as you can get close to 20 energy. Also you wouldn't have to stand around channeling with it.

Penance brand deals 69% more damage comparing a max ailment vs max ailment. Not to mention 86% more benefit from added damage and the ability to use archmage if you are so inclined.

You're right, I was looking at the wrong part of its tooltip. Divine ire ignite already is crazy, I'm sure this brand will be more than enough damage for any single target, so the only question is its mechanical ease of use.
