Less duration gem change is hurting Lightning warp

Unless my eyes deceive me, I'm pretty sure that says 59% less.

The point is not that it's not 59% less, it is, but what people are saying is that in some cases, 10% reduced and 49% less is better than 59% less. Because less is a modifier that applies AFTER reduced. In most cases, it doesn't matter though. I've always thought the quality being "reduced" on this gem was a bit weird.
