It is actually 82% (no corrupt), just a typo on my part--stun and block recovery just below is sitting at 87%... :P

But, I've found that you are right. I have another source of inc eva that I had forgotten about--Graceful Assault notable.

I block, lower lvl Reckoning stuns because leveling zone trash but doesn't kill because not much dmg on it atm, which activates Perseverance belt's Fortify and inherent Onslaught, which activates inc eva from Graceful Assault. Took that out of the loop and didn't get the eva buff from Kintsugi unless I took damage.

So, it looks like Kintsugi does indeed require a damaging hit to trigger its effect. Probably shouldn't work that way but it does. It will definitely be interesting to see if the new Bloom works the same.
