Seems AMD was busy, I thought my drivers were up to date having just did a clean win10 install not too long ago but apparently I wasn't so an update resolved this issue.

I solved it a different way. I had vulkan working fine til i started messing with things, so i backtracked. one of the things I did was change the compatibility in the properties of PathOfExile_x64Steam.exe.
I checked the box to "disable display scaling on high DPI settings".
Once i unchecked that, I could switch to Vulkan renderer again in the settings at login screen.
> Right-click PathOfExile_x64Steam
> properties
> compatibility
> uncheck "disable display scaling on high DPI settings"
Then change to Vulkan Renderer in settings at login screen.

Thank you so much! I have no idea why I had the 32bit launcher on my desktop. I launched from the start menu before and used Vulkan fine.. then today my fps went way down and I died from graphic stuttering 4x before I saw it had switched back to DirectX. Why even include a 32bit launcher these days is beyond me.
EDIT.. NVM still doesn't work :( game is freakin unplayable going back to the stuttering directx crap after getting a taste of Vulkan. gtx 1080, play everything else on ultra and PoE on low with sound off.
we all know this feeling, we just stoped to buy things because its not worth buy when you can't have fun :)

If you change it to vulkan and rerun poe it runs in 32 mode because it cant work for vulkan it seems
Change it back to dx11 and it will run 64/allow you to select (but if you do poe will crash and change it back to dx11)
I think only newer GPUs can run vulkan (my 5850 cant it seems)

Maybe you guys have steam installed in program files x86 and it forces it to launch in 32 bit?

i'm not using steam for poe, maybe graph cards idk, no one said nothing, so lets go harvest ^^

I have same issue. Now it is OK. Be sure that your POE exe file (for example PathOfExile_x64Steam.exe) is not "Running as Administrator"
