And teleport cheapened it significantly.

Wrong. Hacking cheapened it significantly

3 seconds is an awfully long time to wait if you're using it as an "oh, sh!t" get out of combat skill.

yeah even with high castspeed and faster casting its a good way to get killed in pve atm.

3 seconds is a long wait when teleporting from surrounding enemies.
I'd really like to be able to use it with my Archer build but I really can't find it useful there.. Got really disappointed actually.
Everybody doesn't use melee.
It's actually great skill for ranged fighters. It is way better shooting arrows with knockback and lifesteal than running away.(you can have knockback from passive and/or support gem and/or from projectile weakness). You can even have a second skill that plays on time like split arrow with knockback + blind + stun. If you have diamond + granite flask also for such situation then you should survive.

This skill requires you to use it combined with other skills, not as a panic button, and it works great.

It sounds like inadvertently it's been made into a better skill for melee fighter to move INTO combat. I took your advice and put knockback on it and it's quite a bit of fun on my melee templar. I tried it out for a while but ended up sticking with leap slam. With the right build tho, you could use both and do lots of mobile aoe dps.

But if this was meant to be used by casters as a means of escape, it's totally failed at that.

This skill is one of the most disappointing skills in PoE (and there are few). It neither a good AoE skill or a good movement skill. I was told its time of wait depends on your movespeed so I put on my best shoes a cast Phase run right after casting LW and still it is too slow.

It's movement speed at the time of casting; Phase Run can never apply since it's either removed too soon or applied too late.
Also, LW wrecks face.

I guess I got wrong info. Someone told me to use Phase Run after casting LW. How does it wreck face? Some life build with Unwavering Stance, Armor Master and all move speed passives one can get?

It is a blue gem, it should first wreck face with witches.

Or do you mean when you put it on Spell totem?

I haven't hit lategame content with it because the crash bug occurs way too frequently, but my Witch was doing very well with just LW and Spark, Blast Radius, and Static Blows. Regular enemies died to one Warp, blues to one or two. For Rares, I'd get a Warp down, and start casting Spark right before teleporting. Then, on arrival I'd near-instantly fire off a Spark at the rare mob. Combined with the Warp, it was a rather impressive damage spike. That was before Penetration gems existed and all of that.

I eventually had the idea to make an LW totem, which is not only a lot of fun, but is also rather effective. When GGG finds a fix for the crash, I'm planning multiple builds. The first is based around Warping oneself, Static Blows, AoE, that kinda stuff (likely to pick up Mana stuff at Witch's start), a dual-totem build, and one maximising movement speed over raw damage (likely to expand towards crits). Don't need Armor Master if you don't wear heavy armor :P I had been thinking about US though; Ranger is 1 passive point cheaper.
We'll see what works and what sucks.
