Touch of Cruelty Notable question

Alright, I finally tested it very carfully and can, without doubt, state the following:

1. Touch of Cruelty does work with Wither Spell Totems.
The 10% inc. Chaos Damage taken applies to enemies when withered is applied by totems

2. Touch of cruelty does stack
Having 2 of these nodes will give 20% inc. Chaos Damage taken

I made a test with another player in pvp arena, where i dealt a very specific amount of chaos damage with my default attack. The other player had 0% chaos res.

So if I have a notable that say enemy cursed by you are hindered or Aspect of the Spider does this also apply 10% inc chaos damage taken?

If a totem's Wither will count as "you", then I'd expect hindering from a buff like Aspect of the Spider would count.

Not so sure about Hindering from Singluarity since it's a debuff coming from an object rather than the player, but I'm inclined to say yes.
