Quick Tech Question - Any Tech Geeks Out There?

Hey guys - I don't know whether I should upgrade my PC or not but I am running an Intel Core I5 7500 with Nvidia GeForce GTX 960 card and I just checked my CPU/GPU usage as I am getting constant pauses on HC and scared.

My CPU spikes to 99-100% (in red) usage and 85 % GPU usage while I am using CoC Ice Nova/Frostbolt so wasn't sure how much it's my PC versus the servers or GGG or game. I have the $$$ to upgrade to a new PC but before I do I wanted to see if anyone knew whether it can be the game versus my PC setup?

I run i7 8700k OC and GTX1080ti at 1440p and I struggle to maintain above 100fps with the worst drops occuring in high density maps bringing down as low as 30 fps. I never have 'pauses' or 'stutters'. my GPU is usually 100% always during fights and cpu rarely goes above 60%. POE is definately bottlenecked by your GPU at 1440p.

What you can do, besides listing your resolution, graphical settings and average FPS, is tune down your graphical settings and see if the pauses and stuttering still occurs.

I've heard some players get this issue even with similar setups as mine. To be clear, this is distinct from gradual dps dips from having too much on the screen.

It is hard to say, like I said, some people with the same rig as mine experience stuttering and pauses which isnt really something that can be solved by simply upgrading.

Is your issue more the average FPS is low or more so youre experiencing intermitant stuttering and pauses
? Upgrading your rig closer to mine will certainly improve your average FPS noticebly but again, is that the issue?

My issue is that it stutters and its not like it stops then catches up and im dead the next second - that sounds more like a connection issue? I am spinning and balls going everywhere + ice nova given i am CoC build and i would stop completely on scree and 2-3 seconds (sometimes 4-5 sadly) screen freezes then it continues. I know everything is still happening server-side because all the mobs are dead once I resurface from the pause. 100 % CPU usage and 80%+ GPU.
In that case it is hard to say if getting a better rig will help that issue specifically. It may but that is not something I can gaurantee.

I have personally never experienced that freezing during high CPU usage time even when I was using a GTX 970 and i5 4700k. but I have also heard of players with rigs similar to mine that suffer the same issue youre describing.
