there are some cluster jewels that give diminishing returns when stacked, but yes - they were supposed to be stacked.

there a few other instances of pretty insane stacking (stacking something like deep cuts is insanely powerful), but all of them pale in comparison to this nonsense.

and again, it could easily be balanced if they nerf it by a magnitude of 10

That is exactly what will happen! Probably they'll nerf cyclone or 2hand weapon damage to fix this. ^^

PH Guardians make all other medium clusters jewels and all other ascendencies suboptimal. If GGG doesn't fix this, it really shows they care nothing about balance.
