Basically you've not thought this through, being able to have a 6l clear and single target skill will bring builds closer together but Minion problems aren't caused by 6l they are caused by a vast out performance due to no gear reliance. Nor are they the only skills with this imbalance obviously.

The other problem is poe has piss-poor scaling on items, base stat wise, once you hit act 9 or 10 your not really going to find much higher base items. IMO the items Ilv should effect its base stats, a redbeak sword with a ilv of 5, should have the damage it does, but when its a ilv 80 one as in a level 80 item, it should have its base damage increased to match what a ilv 80 item would have including a higher level req to use it. Instead in PoE as it is now, you can find a lv 5 to use unique or item at level 90 and it'll be no different really than if you found it at level 5, as base stats on items do not scale at all based on ilv.

You really notice this scaling issue badly on builds that rely on weapon damage, you don't notice this as much on spell casters or minion builds as the base damage is fully from the gem, and your weapons base damage means jack. Remember, base items stop at around lv 60 to 70 ish, so anything that relies on weapon damage in their damage calc is going to suffer greatly, same with defenses, base items stop at lv 60-70, so at level 90 your lv 90 using lv 60 items for defense, which at that level 1000 armor does virtually jack shit to reduce damage you take from physical hits, but with no higher level base items that would have exponentally higher base armor your kinda screwed. Yeah higher prefix/suffix stat mods due to ilv, but again, they are working on a base value of a lv 60 item, and the diff between ilv 60 mods and ilv 80 or 90 is not that large.
How about influence bases and special mods? There's still plenty room for upgrades both defensive and offensive at high levels, it just costs more than 5c.

At the same time cheap uniques can totally fullfil their role for attack builds as well even for the very endgame, this wasn't the case like 4-5 years ago where common uniques sucked and were beaten out by 250 pDps rares

The point is, your char stagnates after a point, you never really get any stronger, I mean sure a small percent here and there from passives, but gear wise? your mostly at a dead end once you hit lv 70. There are 2 uniques I think with the proper idea, a Staff and a sword, and they both gain more damage per char level of the equipper. Thats proper scaling on a item, but most do not have that scaling at all, and its static the moment you get it.

Play diablo 3, when you get to endgame each time you go up a tier, you find gear upgrades from the start of the tier till the end of the tier, and then when you go up again, you immedatly start finding upgrades again, this is what PoE's endgame completly lacks is this power creep, and it ruins it for me personally, as I hate the RNG crafting bullshit the game seems to rely on. Like I said my lv 90 HC metamorph char is in lv 60-65 items and up to t12 maps, I have not found a single upgrade to my gear, as it drops the same stuff act 9/10 does, and for the most part the higher stat mods by ilv with them also being totally random means finding anything new is a nightmare. Meanwhile, each lv you get past 70 you need exponentally more and more armor/evasion/weapon damage for those builds to maintain the dps or defenses, but its just not possible to get it, as there are no properly scaling items for the most part in PoE other than the mentioned VERY few uniques that do it.
