Conquerors' quests not updating

I got 16 watchstones however the quest status of some of the conquerors are not updating.

In this screenshot it is clear that i have 16 watchstones


however i still have the Crusader and Hunter quests active
and can't progress to fight the Awakener



My understanding is that i should progress by getting 4 watchstones
from each conqueror, do i have to get ones from specific areas
to progress or this is a not intended?

I managed to spawn Crusader and hunter at regions with 4 watchstones slotted and killing them triggered the end of their quests,
I managed to progress but right now my quest is shifted to watchstones ahead of normal, my 1st awakener fight occured at 18 watchstones not 16.
