Atlas Progression/Watchstone stuck at 16

I am in Metamorph Softcore Solo Self Found League
My questline is in "The Awakener of Worlds - Explore the Atlas and defeat the Elderslayers" After obtaining my 16th Watchstone, Zana had the option to open the portal to Sirus, the Awakener. My understanding is that I should be going after the Elderslayers first instead of Awakener, and even my quest points to it, however Zana seems to have skipped the Elderslayers and directly put me at Awakener. I tried to spawn infludence with 4 watchstones to get influence, but they are not spawning at all.
