Contrary to my experience. It's that simple. Don't be awakened level 8= get red maps in delves. I would say go head and do cities with Awakened level 8, note how you get no maps, but you get no maps anyways so...you got me, no idea what your issue is.

Vaal cities will always give you what your atlas says you have earned. If that box is empty, it means you need to go complete the atlas quest line.
They deliberately worked it this way so you could not "cheat" and pull maps out of your butt (the ground) that you didn't earn or work towards in the main quest line.
I found this out the hard way, I'm in Standard, first day of last league went skipping along through vaaltown and opened an empty box with a poop-stained white paper plate in it. Yup, 272 depth and all I got was a corrupted white jungle valley. After whining in global I got educated.
Any non-Atlas source of maps that would ordinarily give you non-t1 maps will allways be keyed to your actual current Atlas progress. This includes the map chests in the Temple of Atzoatl, the gimmes in HOGM, and possibly even the freebies in Caer Blaidd.
Sorry man, but this is bullshit. I've had the Atlas done since week 1 of the league. The map room in Atzoatl and the Delve cities have both failed to drop any maps out of their chests(not filtered out, but completely emtpy). It's either intended or it's a bug, but it has nothing to do with an incomplete quest line.
