Blight implicit allocating a skill on an amulet

You amulet has two. The allocated skill and level 21 clarity skill.

Believe he's referring to the 5 modifier lines on the Honed Edge passive skill:
24% increased Damage with Swords
24% increased Damage with Ailments from Attack Skills while wielding a Sword
6% increased Attack Speed with Swords
+200 to Accuracy Rating with Swords
20% increased Evasion Rating

hence JKlupper is saying it has 6 implicits(' worth of modifiers).
