Blight implicit allocating a skill on an amulet

someone gifted this amulet from blight hc .I equipped it and it shows the honed edge skill allocated but it says unallocated ?Do I need all the passives leading up to it?Or does it have something to do with league oils?

It doesn't show it on your tree but you do have the bonuses from it.

It does show it on my tree highlighted like it is allocated but it says unallocated.
If it is highlighted on your tree, you have it. The unallocated text is probably an oversight.

The new wording is done specifically this way to deal with things like Legion Jewels.

If a legion jewel changes Honed Edge on your tree, you will get the effects of the changed node since it is actually allocated.

Compared to xophs neck which simply gives you avatar of fire. If you change your AoF on the tree with a legion jewel, Xoph will still just give you the effects of AoF.

I tested it out , I don't think this amulet should give any tooltip damage on it s own right?except a tiny bit from strngth

I have another question that’s similar but unrelated. If you already have a passive and you anoint that passive on do they both work or is stacking passives not allowed? This would be very helpful before I waste a few golden oils.
You can’t get the same passive twice.
