Skill tree screenshot request

Question: Do the colors of the skills mean anything, or do they just represent which starting point they're closest to?

For example, is there a 'blue-specific' resource that can only be used on the Intelligence section, or are skill resources basically universal as long as you've activated the adjacent skill?

Would a dev be willing to dump the Data for that screenshot? I am a webdesigner and can make sense of the data and make it into a website that can be changed whenever the data is changed as long as you keep it the same format. I would do just about anything to get more info and be more involved in this game. I have a lot of time on my hands recently quitting wow.
