No syndicate members present for betrayal encounter
I came upon the encounter to stop the supply wagon but it never started moving and there was no one at it. I looked all over the map and never found anyone.

A few questions: is transportation safehouse ready to run? Did you have any previous encounters? If so, did you speak with everybody and made a choice for all of them? Do you remember whether a transportation member showed up in a previous encounter? If so, did you imprison, move, etc that person? Does transportation has anyone else aside from the leader?
Can you please show us the Syndicate board? Looking at the empty carts without other information isn't very helpful, I am afraid. |

Oh boy, I hate to tell you but most of that information is now lost. I was not aware most of it was important. I can tell you that I ran the research encounter without issue, mostly to see if it fixed this transportation issue (it didn't). I also noticed that there wasn't a third encounter available anywhere in the map.

I would imagine so... quite some time has passed, after all.
The questions I asked are to find out if spawn got blocked by expected circumstances. These are the most common reason for a branch to fail to appear: safehouse is ready to run, didn't make a choice for all members in a previous encounter, moved/imprisoned/etc a member in a previous encounter, and no one else aside from the captain. So, if it's not too much trouble, can you please take notes (and screenshots if able to) the next time Syndicate spawn, and report back if it's still acting oddly? Even if the vast majority of similar reports are simply a mix of "by design" and lack of user knowledge on the subject, it can't be discarded that some of them are indeed unexpected behaviors that need to be fixed. I have had this problem before with my Bane chaos build where I kill the members before they have time to start it (is my guess) because I don't have any safehouses ready on this char.
I fire Bane off "off screen" so I think that's what is happening.... |
