Pretty sure they're not. 10% cast speed from nodes granted me the same bonus as 2 frenzy charges when I was checking it out early in my build. Still, speed is multiplicative with damage boosts, so it's still a nice bonus if you build with that in mind.

No thanks! Blood Rage does not work with CI. CI means you have 1 life out of 1 life at all times, which is considered to be full life, not low life. Anything that procs on Low Life doesn't work. Source:
