You need good single target dps for 3.9 and this build isn't about that, so as a league starter no i won't recommend.
But if you got the currency to buy some good gear and you already setup your atlas, it's good for clearing maps and rare wands have been buffed so can possibly get higher damage than before.

I will update the build soon.
With double curse for ele weakness and ele penetrate on wand.
I 1 hit sirus, it goes from proc to proc.
Crazy build if you play with it and take it to next level
