Found temporary solution.
find old betrayal torrent file, download and paste it to the game folder. update to latest patch and you can play, no error during update  |

Running the _x64.exe as an admin fixed it for me

How do you get the x64.exe file if you uninstalled and are trying to re-install?

Worked for me now after running it as admin from the folder got the error twice but got it all downloaded at 3 try
