Why? Because it is better in every way to ANY OTHER ES CHEST OUT THERE.

With most unique's you're trading something good and unique for a cost

With Koam's heart you get a crazy amount of health and the cost is lack of sockets on your chest piece.

With lower Base Level items the cost becomes one of choice.

And there are choices with every unique there is.

Except for Shavronne's Wrappings which say to us "Look at me, I'm awesome and I had No drawbacks!"

^ Hyperbole sure, but a lot of it has a kernal of truth. There is no significant drawback to Shavronne's. It is indisputably a very good item. The fact that there are better items in the game doesn't change the fact that it's very good and has no drawback to use (only opportunity cost of using other, potentially superior options, which exists for literally every piece of equipment in the game).

The chest only has a decent amount of ES, no life, and nothing but lightning res and a subpar reflect mod.
A good ES chest will give you more ES, better resists, and possible life if you're not CI. The only reason to use the chest is for PA builds, since you'd generally be better with another chest for everything else. Most builds don't have the node access to balance HP, ES, and damage without being subpar in all of those areas.

When I first saw this chest, I thought it was pretty OP. Then I actually thought about it a bit and realized it's arguably much worse than a high es + chaos res + +1 to level of gems chestpiece. (the last of which can mean hundreds of *base* damage lost in an EK build)

This unique has 1 (ONE!) good stat, everything else is resoundingly meh. Energy shield cooldown is lackluster (imo), reflect is laughable, 35% lightning resist is alright I guess, but nothing special. The ES you get from it is considerably worse than a top end rare ES chest. All the low life stuff people are talking about is completely achievable without this unique (including RF), and was actually the build I was working towards on my current character weeks before 10.2.

TL;DR: This chest is overrated, and is not the end all to be all of low life builds. It's just the "easy" obvious path people who didn't seriously plan things out will take. A stepping stone- if you will.

You could never archive something like this chest offers without it. Any low life build where you dont get live on items and from passives would just get oneshot by chaosdamage or would require a ton of extra hp passives and deal at least 3-4 times the dps per second to self with rightous fire. Also the argument is not that or if low life builds are viable at the moment, but that it is so superior to a CI build with just a few different passive nodes that CI is only viable somewhere between lvl 59 and the point you can get this armor.
the debate here so far has been pretty interesting, but it would be nice if we could all keep it within one thread:
