Does Resolute Technique affect chance to burn, shock, or freeze?

You can still do elemental effects without crits, it's just harder. You need to do a big dmg from that specific element to apply the effect. It's calculated as the damage from that element compared to the mobs total HP.
I got Resolute Technique and I can still burn mobs from time to time, but my cold damage is low so I can never freeze them.

This is incorrect. You cannot get a status ailment without a crit unless you have a different way to apply the status effect. Some skills and passives offer status effect chances that do not require you to crit.

It's correct.

My understanding is that the chance to shock/burn/whatever is based on how hard you hit the mob vs its total HP.

You have to do a high enough % of their HP to get the stack; or you can use passives/support gems if you're going a lower damage build.

Damage vs total HP only determines the chance to stun (for physical damage). Chance of inflicting elemental status ailments comes from a few sources:
1) Critical chance, if dealing elemental damage.
2) Skill gems that have +X% chance to burn/shock/freeze (e.g. quality molten shell)
3) Passives that have +X% chance to burn/shock/freeze (e.g. static blows)

RT only eliminates the first source of elemental statuses.

Also, shock/freeze duration is determined by damage/hp ratio, and is ignored altogether if the duration calculates out to be less than 300ms.

This is correct.
And I would like to add that burn always lasts for 4 second @ 33% of the original hit that caused it per second.
So you will do 133% damage of the original damage over 4 seconds.
