" This is not true. Critical strikes with Lightning Damage have an inherent 100% chance to shock alright, however, this does not mean they "ALWAYS Shock." If the hit does not meet the minimum damage requirement to apply shock it will be discarded. The minimum requirement takes precedence over the chance to shock. Exception to this rule are Elementalists with Beacon of Ruin, they can apply shock to the effect of 20% more damage taken with any critical strike even if it deals only 1 Lightning damage. Since you're playing an Inquisitor CJ might be the better option indeed.
As I said, the Elementalist is predestined for Inpulsa as she can easily perma-shock at 20% and spread ailments such as shock without any support whereas other classes may hit the wall at some point when the requirements to apply shock aren't met anymore. That said, the main benefits of Inpulsa are clear speed and fun factor not so much its boss-killing capabilities and for clearing maps much less lightning damage is required to shock enemies. |

For the "fun factor" you can also use Bubonic Trail, they explode anything you kill (not just shocked enemies) dealing fire damage to the tune of 5% of their maximum life... not quite as spectacular as Inpulsa tho.
