Unique Item Item level

I found that same type of unique items have different item level. Is this depend on mods? If so, can a divine orb changes the item level of this unique item?
As far as I know, item level should not matter. However, I believe you can use a divine orb to reroll the stats. As the mods on unique items are already known, there is no other effect.

Rare item mods can have certain rolls for example a 30~39 hp range. A divine orb will reroll that specific mod between 30-39. It won't add or remove stats, it will only reroll it specific mods on the current item.

TLDR; Item level shouldn't matter at all as far as I know, prove me wrong otherwise =)
Itemlevel will affect how many sockets a unique can roll.

This is why a high itemlevel Searing Touch is that much more valuable than a low level one.

But the mods are fixed within their base range.

Itemlevel is all about sockets when it comes to uniques.
If I like a game, it'll either be amazing later or awful forever. There's no in-between.

Itemlevel 1-14 = 2 sockets max
Itemlevel 15-27 = 3 sockets max
Itemlevel 28-34 = 4 sockets max
Itemlevel 35-49 = 5 sockets max
Itemlevel 50+ = 6 sockets max

Do you mean that a low itemlevel searing touch has a lower value range that its mods can reach, and it can not become a high itemlevel one by using divine?

No.
The only difference ilvl has on uniques is socket number.

So a high ilvl jewelry unique is no different than a low level one.

I am currently using a ilevel 44 searing touch. Can I make it a lv50+ one by using divine?

For Uniques

The itemlevel is going to determine how many sockets the item can have, if it's a unique item that can have sockets. It won't change the mods on the unique because unique mods are set based in one range. While some uniques may have varying % or additives that can randomize, it's still within a specific range.

For Rares

Itemlevel is going to determine how many sockets the item can have.

It's also going to determine what prefixes and suffixes that the item can roll.

so that means if i have a low ilvl searing touch staff, I can't increase the number of sockets? or reroling sockets can increase its ilvl?
