So I made a leaguestarter PoB - Bear in mind that you need some hard grind to transition from Life to CI.
You need to buy Hand Of Wisdom and Action as soon as possible and you should grind a tabula in act 9.
After you have purchased a HoWA you should try to get an astramentis.
While gearing Life HoWA look for Int + Life + Resistances on gear

This is a very strong and fun build to play, easily all content viable. I have even killed my first uber elder (killed 4 in 1 day, all deathless) and I highly recommend this build.

How does Jugg compare to Occult, in PoB the build seems interchangable ascendancy wise with Occult having a bit less damage but maybe more EHP?

Jugg is for bossing and occult is for delving basicly.
Jugg feels faster at mapping.
Occult feels a tad slower due to less attack speed, but if you are able to make tripple curse monsters will not hurt so much in deep delve :)

Occult skill tree would be a tad different and you would try to stack intelligence harder and thus utilizing a amulet with +1% damage per 15 intelligence, 12% attribute etc. and maybe ignore cyclopean coil and go for elder crystal belt with % attributes, intelligence and high es.
Thus the flasks also had to be changed a bit.

hybrid sounds odd as fuck.

This is quite budget imo. Only thing that is expensive is getting 2 mod watchers eye and helmet enchant. Rest is managable within some few exalts
