" Pretty sure this isn't gonna help any charge consumption mechanics. As far as they're concerned, 1 will probably be treated as the new zero (cos the other possibility is stupid - infinite charge usage?!) meaning they simply won't proc if they need a charge and there's only 1 (just like with zero). What this DOES do is provide a permanent 4% (or more, if you can get it elsewhere too) phys% reduction, as well as whatever other bonuses come from gear that works when you HAVE charges i.e. without consuming them. For instance, Nebuloch will give you permanent 1% (or more?) reduced elemental damage taken, while Kaom's Way would give you permanent %life regen. And so on... I feel like this will mark the return of discharge builds... if that mod also exists for other charges, then that'd make for some interesting combinations.
Other than that... one permanent buff you don't have to refresh, would probably be nice for mantra of flames. Though I gues people already forgot that it's a thing. I make dumb builds, therefore I am.

I think it kinda has to be unconsumable... Especially, if there is an equivalent to this with a frenzy charge :-D

Don't see this as being worth the slot. A endurance charge build never has trouble gaining endurance charges. + to max would be a whole lot better. Just about anything would be a whole lot better.
There might be some way a non-EC build could use them if they got them on more than one item. |

" If we're brutally honest though, it wouldn't even be game breaking for flicker strike. You'd still need strong frenzy charge generators to maximize the clear speed and single target damage of flicker. And you surely don't want to sit on top of a boss and flicker him down with 1 frenzy charge available. So you still need a single target frenzy charge generation. Only thing it gives you is avoiding the awkward situations of jumping into the first pack after entering a map and getting instagibbed because you were unlucky enough to not have generated a single frenzy charge with the first attack. |
