Hi there!

When it comes to rares, you generally use them to balance your resists and your life/ES (depending what your build is relying on).

If you maxed resists and have a free slots for items, you can focus on offensive stats.
Than, there are of course Shaper/Elder items and the league-specific crafting options you can aim for (For example flat critical strike chance for attacks on Elder Body Armor).

If you want to plan out your character beforehand, you can use a tool called Path of Building.
There are plenty of tutorials on the web for that.
You can create a character from scratch there or import your own and configurate gear/skills and skilltrees and get detailed information on you stats.

You could just play around there and change some gear to see what improves your character.
