Yes, every league. The "only if there are tree changes" thing is a misconception that I think stems from the way these respecs are talked about in patch notes, cause they always say "due to balance changes etc etc". There has, to the best of my knowledge, never been a major patch where a reset wasn't given, and a dev post in...I want to say 2.1 or so confirmed that they would always be given.

Its not impossible to make a good build as a total beginner, but its very unlikely.

Not saying you are dumb or anything, its just that you dont know skills, interactions with supportgems and gear as well as keystones on the tree and other mechanics.
Doesnt mean you cant try it. However it does mean you should prepare yourself to hit the wall rather sooner than later.

So basically you have to make a decision:
1. Learn the game on your own, which will take time and will be frustrating every now and then.
2. Copy functioning builds, learn while playing them and then change a few things to suit your ideas and needs.

Thats totally up to you. Both options have their ups and downs - so pick your poison I guess ;)

What do you mean?`You'd have to travers to the templar as a witch or to the witch / shadow as a templar. I'd argue that the nodes over at the templar are stronger than at the witch.

The templar is also usually regarded as the "stronger" spellcaster because you do not have to invest into penetration. Both has to go crit anyways.
