I think you're right, but I don't get how he can even use it with 16 mana pool?

Blood rage in combination with MoM will drain your Mana to near Zero all the Time. So the Effect of the Flask will be up during the complete Duration.

I love that interaction shoulda thought of that earlier, but how does he cast scorch with no mana, a -mana item or has bloodmagic on it?

He is using Scorching Ray in a Shaper Sceptre Master Crafted with Blood Magic.

Ty sir wondered how he was getting around that, I always do some fiddly BS with my mana regen to run a distillate but I hadn't thought of taking mom and running some degen, I won't play RF jugg but its bound to come in handy on someone else.
