It's a different effect, I would almost certainly guess it does. I don't have an Occultist to test. If you have both and want to pvp me, poke me in game.

We tested these two debuffs in PVP with the Occultist standing nearby and they do stack as two icons for a total of -29% Chaos resistance on the character sheet.
