To be clear: the way drops are attributed as a function of the numbers is one thing, and on that I agree, but the way the numbers themselves are created is another. What's certain is that a RNG definitely needs a seed to function.

" If you take out player's gaming experience, it's also a way to even out/adjust/control the overall drops. I mean, from developer's POV it does the work the same way. It was known to be used with some old RNGs, but in relation to the above mentioned gaming experience and comfort, afaik it's not common nowadays. Though some developers may still use it for reasons.
