I keep seeing people and even streamers mentioning that they have a bad character seed. I'm not sure if they're trolling or not since random seeds really are a thing in programming.

It definitely was a thing with some (older) RNG.
It may not be a thing with PoE's RNG, or may be. No one but GGG know what's the deal. But developers simply refuse to discuss on this topic as a rule, for reasons. Long time ago, there was a tiny bit of information that GGG use a custom RNG. But it may have changed, no one knows. Not that it matters much anyway, as RNG settings are ajustable and customizable. Any discussion on topic is a waste of time. Streamers' gibberish and assumptions may be true or not. Basically, forget This is a buff © 2016

There is no randomness. So of course it has to be simulated. A complex seed system is one way to do so.

Its BS to explain bad RNG streak which we all have. Usually I tell such people to STFU and take a statistics class.

" Something that is unique to the character, like name and creation date. That may then be used to derive the seed from. A seed for a seed, so to speak. Doubt they will release any information about this at all, lest some sly mind may find a way to play the seed creation. It's one of those things where the less is known about the better. I think The only thing they have ever said about seeds was that they would reduce bot drop rates to near nothing. Though Im also not sure if that is technically related to a seed.

As Mythabril pointed out, there's no such thing as true randomness.
So it has to be simulated in one way or another. The end result is pseudo-randomness, which does the work. In RNGs there's always a seed, but it can be implemented in various ways. Depends on the certain RNG, its customization, the developers' intents. Really, any discussions on it are utter waste of time. It's pointless.
