[3.3] Saito's BV (Blade Vortex) - Speedster

Hey, seems to look like a bit like RF builds gameplay. I was plaining to go RF next season but this build calls me.

Wich one is the best between both ? a good point to RF is that you don't have to recast the spell but just run the map. Is there a point to this one ? better dps ?
